The PSRU comprises of a team of trained personnel in a range of public service subjects. Our team is made up of both local managers and international experts in areas of public sector reform such as, human resource management, operation and strategic management, performance management and development, customer service, policy, trade and project management.

Mrs Delmaude C Ryan

Mrs Delmaude C Ryan, is the Head of the Unit. She took up post in July 2009. Ms Sarah Holloway, Lead Advisor; the Core management team and a soon to be formed Advisory Committee will assist Mrs. Ryan in a new approach to ensure that the reform programme is locally driven.

The Public Service Reform Unit was established in 2006 to address the needs of the Montserrat Public Service to enable it to carry out its services more efficiently. The unit is one of four units under the newly restructured Office of the Deputy Governor.

The PSRU is mandated to modernize and transform the Montserrat Public Service by providing technical support to Ministries and Department in organizational development, management development, customer service improvement, strategic planning, human resource development and financial reform.


To be the centre for the promotion of excellence in all areas of Government while contributing to the overall modernisation of the Montserrat Public Service through strengthened governance.


To ensure the effective administration and implementation of government policies in the area of internal administration, and to create, within government as a whole, structures, systems, and processes which foster and facilitate planning, performance, and accountability as well as the communication and evaluation of government policy..
